There will be two sessions

  1. AM session 8am – 12pm:  Is for those individuals who qualify under the State’s requirements for SAP, link to State approved list:  https://www.caloes.ca.gov/RecoverySite/Documents/SAP%20Approved%20Licenses%20and%20Certificates%20Rev.6.19%20(003).pdf
  2. PM session 1pm- 5pm: Is for those individuals who do not qualify but who wish to learn the SAP processes.

Each session will be held over 2 days

Synopsis
:  The California Governor’s Office of Emergency Services (Cal OES) Safety Assessment Program (SAP) provides experienced professionals who can quickly evaluate damaged structures, identifying those buildings that people can return to, while marking those that are unsafe or have restricted use.

Class Instructor: Mar Mathews has been a Safety Assessment Program Evaluator / Coordinator since 2004. He became a SAP trainer in 2015 presenting many trainings for ICC and others since. He has responded to the Millbrae Mudslide, San Bruno Fire, and most recently evaluated properties in the CZU fires. He has done building inspection from1986 to 2010 in Millbrae. Currently he works for CSG Consultants the past 11 years performing inspections in Woodside and Stanford Linear Accelerator Center (SLAC) and other jurisdictions.

Attendees will be provided with the class information about a week before the seminar, so please ensure to include your email address.

Plan Review Workshop

 

Synopsis: Ideal for everyone who works the front counter and for those wanting more plan review knowledge.  Learn what to look for in plan checking construction documents and all the basics of plan reading including how to use an Architects Scale to dimension drawings; plan symbols used on residential and commercial drawings; reading site plans; electrical, plumbing, mechanical, structural plans and calculations; and energy calculations and load path theory. The course will include a complete plan review of a Residential Addition and a Commercial Tenant Improvement.  This will be a high energy, fast paced class jam packed with information and code references.

 

Materials Needed: Architects scale or standard ruler (in inches), highlighters, colored pencils or markers. Optional- 2013 CRC and 2013 CBC Volume 1

 

Instructor: Jim Kirkman, CBO - Jim has over 34 years of experience in the construction industry. For 10 years, Jim worked as a State of California licensed contractor, building homes and commercial tenant improvements.  Jim joined the City of Vallejo as a Building Inspector/Plan Reviewer where he worked for 6 years.  He then joined the City of South San Francisco as Assistant Building Official.  After 2 years as Assistant Building Official, Jim became the Chief Building Official and has been at the helm of the building department for 18 years. During this time, Jim has performed thousands of “over the counter” plan reviews for both residential and commercial projects, including reviews for large biotechnology firms.  Jim has developed many streamlined, time-saving techniques to improve the accuracy and efficiency of plan review and to better serve the customer. In his spare time, Jim imparts his knowledge of codes as a Professional Building Code Instructor at Diablo Valley College

Synopsis: This 6-hour seminar reviews and analyzes selected significant changes from the 2010 CRC to the 2013 CRC. It familiarizes building officials, fire officials, plans examiners, inspectors and design professionals with many of the significant changes in the 2013 CRC. It assists code users in identifying the specific code changes that have occurred, and more importantly, understanding the reason behind the change. Finally, it focuses on those code changes selected due to their frequency of application, special significance or change in application. This course uses the Significant Changes to the California Residential Code 2013 Edition.  California amendments are discussed.  Make sure to bring your 2013 California Residential Code and your questions.

 Instructor, Paul Armstrong, P.E.:

Mr. Paul Armstrong, P.E., is responsible for the development of the Building Safety Service line in Southern California. Most of his career has been in the model code organizations in the development of codes and other technical services. His tasks have included secretariat to many of the previous ICBO code development committees and was secretariat of the ICC Residential Code drafting committee and the ICC International Zoning Code drafting committee. He participates on many national and local committees and assists in state and local code adoption issues. He supervised the plan review services and Code Development staff at ICBO and was responsible for providing technical assistance to ICC membership; providing quick and accurate technical information through various media and upgrading the image of code enforcement officials, the construction industry and ICC staff. He has a strong background in many of the major building codes with at least 14 years’ experience in the building codes and standards industry, strong knowledge in the ANSI A117.1, FHAct, ADA, CA Title 24 accessibility regulations and related laws and ordinances.

The format now closely mirrors the Accessibility Guidelines from the United States Access Board. This seminar will present an overview of the organization of the Chapter, highlight key differences between the two documents, and bring attention to significant changes. Due to the limited time available, and the content of the material, the seminar will not focus on technical details.

Kathryn Sedwick leads the plan check section of the City of San Jose’s Building Division. Kathryn hosts the monthly Tri-Chapter Uniform Code Committee Accessibility Discussion Group meeting where code professionals share their interpretation and implementation of the accessibility provisions to promote consistency across the region. She favors pink in her color choice for clothing.

Richard Halloran, CASp is the manager of the Technical Services Division of the City of San Francisco Department of Building Inspection and serves as Secretary to the Access Appeals Commission. He is currently the ADA coordinator for the Department, and was the manager of the Disabled Access Division for over five years. Rick has taught Disability Access Building Regulations at College of San Mateo since 1990, and is a founding member of the Certified Access Specialist Institute, CASI . Rick served on the CASI Board of Directors in 2011 as Membership Chairman.

Mark Nolfi, CBO, CASp is the Building Official for the City of Belmont. He is the point person for accessibility plan review and providing direction to design professionals, contractors, and the general public. He holds a Masters in Public Administration. Synopsis: This 6-hour seminar reviews and analyzes selected significant changes from the 2010 CRC to the 2013 CRC. It familiarizes building officials, fire officials, plans examiners, inspectors and design professionals with many of the significant changes in the 2013 CRC. It assists code users in identifying the specific code changes that have occurred, and more importantly, understanding the reason behind the change. Finally, it focuses on those code changes selected due to their frequency of application, special significance or change in application. This course uses the Significant Changes to the California Residential Code 2013 Edition.  California amendments are discussed.  Make sure to bring your 2013 California Residential Code and your questions.

 Instructor, Paul Armstrong, P.E.:

Mr. Paul Armstrong, P.E., is responsible for the development of the Building Safety Service line in Southern California. Most of his career has been in the model code organizations in the development of codes and other technical services. His tasks have included secretariat to many of the previous ICBO code development committees and was secretariat of the ICC Residential Code drafting committee and the ICC International Zoning Code drafting committee. He participates on many national and local committees and assists in state and local code adoption issues. He supervised the plan review services and Code Development staff at ICBO and was responsible for providing technical assistance to ICC membership; providing quick and accurate technical information through various media and upgrading the image of code enforcement officials, the construction industry and ICC staff. He has a strong background in many of the major building codes with at least 14 years’ experience in the building codes and standards industry, strong knowledge in the ANSI A117.1, FHAct, ADA, CA Title 24 accessibility regulations and related laws and ordinances.

John Taecker, P.E. has worked for Underwriters Laboratories for over 29 years.  He has a B.S. in Mechanical Engineering from Cal Poly, San Luis Obispo, and is a California Registered Professional Engineer in Safety Engineering.  He has served on various building, mechanical, and plumbing code development committees, and actively participates in all levels of the code development process for ICC and IAPMO codes.  He is a nationally recognized speaker on electrical, building, mechanical, and plumbing products and installations.

 

NOTE:

There will be a special guest appearance from Deputy State Architect Dennis J. Corelis from the Governor's Office to provide an update on accessibility for Vehicle Charging Stations.

The Office of Statewide Health Planning and Development, Facilities Development Division preempts local building jurisdictions in the state of California for enforcement of hospital and skilled nursing facility building standards. The Office carries out this enforcement through a plan review, permitting and construction oversight process. In addition to these responsibilities, the Office develops regulations adopted into the California Building Standards Code, Title-24 for California health facilities licensed by the Department of Health Services Licensing and Certification Unit (hospitals, skilled nursing facilities, clinics and correctional treatment centers).
